Do UAE influencers need a permit, and who pays for it?

The UAE Media Council lists a permit for people who post advertising on social media. Here is what it says about fees, and what to settle before you book.

If you are about to book an influencer in the UAE, one cost question comes before the fee per post: does the person you are booking hold the permit the UAE Media Council lists for publishing advertising on social media, and who pays for it? This note sticks to what the Council's own pages say. It is general information, not legal advice, so take professional advice on your contract.

What the Council's page says

The UAE Media Council lists a permit for an individual to provide advertising and media content through social media accounts, websites or other digital platforms, and the page says it applies either for compensation or free of charge. Under service fees, the page shows the first three years as free of charge and AED 1,000 after three years. The documents it lists include a commercial licence, a digital ID, a passport and a personal photo, and the applicant must complete a training programme organised by the Council, as the Council's permit page sets out, as I read it on 4 November 2026.

The page does not give a validity period, so do not assume one. Ask the creator for the permit and check the position with the Council.

If the creator is visiting

A separate page covers visiting individuals. It shows a fee of AED 500, says the permit is temporary for three months and may be extended up to six months in total, and says the application is submitted through a licensed advertising agency in the UAE. The applicant must also be at least 18 years old, according to the Council's visitor permit page. That matters if you are booking someone who lives abroad and travels in for a shoot.

Why this belongs in the budget conversation

These are fees the Council lists, not what any creator charges. I did not open a creator's own page that publishes a fee per post, so the fee itself is Not publicly stated here. What you can do is make the permit a line in the conversation instead of a surprise. Ask:

  • Does the person hold the permit now, and can they show it?
  • Is any permit fee inside the quoted price, or on top of it?
  • If the creator is visiting, which licensed agency is making the application and what does that agency charge?

Write the answers into the booking, because they change what you are comparing. A fee that includes the permit and a fee that does not are two different prices.

What to do with the number you get

Once you have a quote, put it in the media cost converter with your own budget to see how many whole posts it buys and what each outcome costs, if you record outcomes per post. The checklist of what else to ask is in pricing influencer, video and website work, and the wider picture is in what media and production cost in the UAE.
